Determining the limits and barriers to accessing registered information, which on the one hand is related to the rights of people with disabilities and on the other hand is somehow supported and guaranteed by the government, can play an increasing role in creating justice in society. Play. This information is highly secure due to government oversight and support during the collection, analysis and storage phase, and anyone with access to this information is in a better position than others and can be surrounded by this information. Benefit more. Therefore, the main purpose of this article is to examine the restriction or freedom in access to registration information with a look at the jurisprudential rule of justice and fairness. The method used in this article is descriptive-analytical and the method of data collection is library. Despite the ambiguity arising from the use of the word beneficiary in some laws, including Article 8 of the Property and Deeds Registration Law, persons entitled to access property registration information may be restricted to the property owner, deputy and legal representative, and other persons may They can access this information through Articles 212 and 213 of the Code of Civil Procedure according to special conditions. The parties, the holder of the document or their legal representative and deputy and judicial authorities, have the right to receive the principles and copies of the documents available in the notaries. In this regard, there are major challenges to the implementation of the law on dissemination and free access, including that in some cases, the information requested by citizens has been made publicly available through the public through databases or information and dissemination systems. For example, any citizen can be informed of the laws and regulations of the country by referring to the website of the official newspaper of the country or the national system of laws and regulations, but some citizens prefer to visit these databases by registering an application in the system of publishing and free access to information.
