The present study illustrates monotheistic governance in order to achieve transnational government. Governance refers to how power is exercised or how power is exercised. According to the verses of the Holy Quran, which indicates the perfection of Islam compared to other monotheistic religions, as well as the merit of the righteous to rule the earth by God. Therefore, the general framework of the present study is based on the religion of Islam, the Holy Quran and Nahj al-Balaghah. The collection and analysis of quantitative and qualitative research data is done in a single study and in two separate steps. The research data were performed among 384 experts by random sampling using a questionnaire. In order to better explain the results, 16 semi-structured in-depth interviews with experts have been conducted. The data collection tool was a researcher-made questionnaire, the validity of which was analyzed by confirmatory factor analysis as well as formal validity (expert confirmation) and its reliability by Cronbach's alpha. The conceptual model of the research is analyzed using descriptive, inferential statistics and structural equation modeling techniques. The findings showed that belief in God, divine piety, heresy, insight and adherence to the truth, honesty, fairness and equality, trust and fidelity to the covenant, proper regulation and enforcement of laws and regulations, good manners and proper interaction with people. Administrative health and the fight against corruption, consultation, as well as sincere service to the people, are components of monotheistic governance
